Pittsburgh Regional Transit is seeking a Claims Expeditor to perform investigations and settlement of all property damage claims and property damage subrogation claims and other assignments as assigned by Claims Supervisor for Port Authority of Allegheny County d/b/a Pittsburgh Regional Transit (PRT).

Essential Functions:

  • To investigate and handle property damage claims as assigned by the Director of Claims or Claims Supervisor.
  • Determines if property damage claims should be settled or declined. Obtains approval from Claims Supervisor on all settlements.
  • Investigates and handles all property damage subrogation claims which include obtaining cost estimates from the bus divisions, forwarding cost estimates to the responsible party and entering payment information into Riskmaster.
  • Negotiate appropriate disposition of all claims with claimants, attorneys or insurance companies, as needed.

Pittsburgh Regional Transit is seeking a Senior Budget and Project Analyst to be responsible for managing and implementing the Engineering Department’s capital and operating budget development and project controls activities.  Oversees preparation, analysis and monitoring of capital and operating budgets and programs. Leads the process relative to developing annual operating budget and monthly monitoring/ variance reporting. Develop and perform complex management analyses.  Compile monthly financial records and spending data, prepare spending forecast models and establish/ maintain business processes to enhance project control efficiencies.  Mentors the Budget/ Project Controls Analyst and provides training on new or unfamiliar departmental budget and/ or project controls processes.

Essential Functions:

  • Leads the effort to compile monthly financial records and spending data into the Engineering Department’s Capital Project Cashflow Forecast and Spending Dashboard.  Prepares and periodically updates spending forecast models and establish/ maintain business processes to enhance project control efficiencies.  Provides responsible preparation, analysis, reporting and monitoring support; makes recommendations and assists in policy and procedure implementation.
  • Serves as the Engineering Department’s lead in efforts to establish and maintain business processes for electronic invoice and work order routing.  Leads the review and processing of invoices including: consultant support services, construction contracts, to ensure costs are accurately reported and properly distributed to assigned funding agreements. Performs analysis and control functions in support of various capital projects.  Updates and maintains project schedules, milestones, budgetary information and project files.
  • Leads the development of management analyses for performance indicators, manpower planning, facilities, reimbursement reporting, budget, and policy or procedure modifications.  Develops updates and distributes various reports for the Division including the operating budget monthly and year-to-date variances, KPI and, the Project Status Reports.

Pittsburgh Regional Transit is seeking a Railcar Engineer to be responsible for developing and managing capital projects and programs in support of Railcar Maintenance and the Operations Division of Port Authority of Allegheny County d/b/a Pittsburgh Regional Transit (PRT). Monitors and manages projects to ensure they are within scope, schedule, and budget as well as interfaces with consultants, contractors, and external stakeholder representatives. Provides technical support to procure equipment, parts, and services required by Rail Operations and helps to investigate and recommend solutions to vehicle equipment problems. Provides agency subject matter expertise on all matters regarding rail car design, maintenance, trouble shooting, and project management.

Essential Functions:

  • Develops and manages programs for the procurement of the number and types of equipment, parts, and supplies needed by the Operations Division to meet service demands. This will include preparation of complete specifications with special and general conditions and technical and schedule requirement.
  • Performs all project management functions necessary to implement the design, construction, and closeout of projects within established scope, schedule, budget, and quality metrics. Provides guidance and assistance to Port Authority personnel on Light Rail Vehicle (LRV) issues and activities pertaining to all projects and provides rail car subject matter expertise as required. Provides support for state of good repair programs related to the LRVs, related maintenance equipment and the light rail transit system.
  • Reviews and evaluates manufacturers’/suppliers’ requests for changes. Prepares recommendations regarding approval or disapproval for review of executive management in accordance with established Port Authority and department administrative procedures. Prepares contract change orders as required. Reviews and recommends for payment, invoices received from the manufacturer/supplier.

  • Assesses risk for each contract (including license agreements) based on the scope of services provided by the relevant PRT department(s) or work being performed by third parties on or adjacent to PRT property. Objectively and timely evaluate potential hazards, analyze the magnitude of the potential loss, and the probability of loss occurring to assign insurance requirements and limits.
  • Responsible for providing proof of insurance compliance to the government agencies and other third parties entities that have an interest in PRT’s assets or otherwise require proof of PRT insurance/self-insurance pursuant to relevant agreements.

  • Assist the Engineering Department in providing engineering support to resolve technical problems and methods regarding building codes, structural codes, permit procedures, and municipal construction requirements as apply to ongoing maintenance, facility modification, repair and/or reconstruction.  Assists in obtaining permits, as needed.
  • Performs field inspections including monitoring and coordination of contractors and consultants, and maintains accurate records pertaining to design and construction progress, schedules, costs, quality control, work activities, conditions and as-built documents.

Who is B. Marshall and What Does He Do?

William B. Marshall is the founder of Stop the Violence Pittsburgh, a local grass roots organization created in 2012 to help curve Violence among Young adults and youth in Allegheny county and to educate the community on African American culture and history.

Since it’s founding, using his organization, Mr. Marshall has produced several youth educational programs and events such as the annual High School Students Black History Month Summit, and the annual Juneteenth Youth Fest, in partnership with the Pittsburgh Pirates, Penguins and Steelers. Since 2018 these programs have serviced over 5,000 students in Western PA.

Wilkinsburg Business Spotlight: Vickey’s Soul Grill

The Pittsburgh region isn’t known for its Southern-style cooking, but Vickey Giddens of Vickey’s Soul Grill is going to change that.

“My family is from Crystal Springs, Mississippi, and my father was a chef,” says Giddens. “When I was 6 years old, I watched my father, and I let that be my dream, to be a chef like my dad.”

Today, Giddens has two Vickey’s Soul Grill locations: one at 655 Rodi Road and the other in Wilkinsburg at 807 Wallace Avenue in the Hosanna House. Both offer a menu of items that will make your mouth water.

Pittsburgh Regional Transit is seeking a Chief Finance Officer to be accountable for the direction, control, and coordination of all financial activities of Port Authority of Allegheny County d/b/a Pittsburgh Regional Transit (PRT).  Provides overall direction for general accounting, accounts receivable and payable, cash management treasury operations, grants accounting; financial planning and budgets; grants strategy and capital programs. Essential Functions:

  • Oversees the fiscal management activities to ensure cost-effective utilization of financial resources, proper accounting and reporting of the PRT’s finances and physical assets, proper investment and safeguarding of funds, and compliance with applicable rules, policies, and legal requirements. Work closely with the executive management team to establish, manage and implement a short and long-term strategic direction for the organization.
  • Develops plans to meet unexpected situations; new developments and changes in the business environment; prepares for emergencies; anticipates events; understand the factors and conditions affecting the organization and responds appropriately to ensure proper cash flow and fiscal responsibility.

2023 Black Festival Events Generate $9 Million Dollars for Allegheny County

VisitPITTSBURGH and Stop the Violence Pittsburgh (“STVP”) have released their final Economic Impact Survey Reports on 2023 Festivals events produced by STVP.

On June 10-11, STVP hosted the Juneteenth Youth Fest/Black Heritage Celebration where Small Business Vendors generated $30,975.00

On June 16-19, STVP hosted the WPA Juneteenth Homecoming Celebration where Corporate Businesses and Local Vendors generated $4.2 million.

On July 13-15, STVP produced the Pittsburgh Black Music Festival where Corporate Businesses and Local Vendors generated $1.5 million in Allegheny County.

AND

On September 1-3, STVP hosted the Pittsburgh Soul Food Festival – A Soulful Taste of the Burgh where Corporate Businesses and Local Vendors generated $3.2 million dollars in Allegheny County

Pittsburgh’s Black Businesses Generate $1.6 Mill During STVP Festival Events

For more than 25 years benchmark studies have shown that Black living-conditions in the City of Pittsburgh are among the worst in the nation.

Starting in 1995, with the Bangs and Hong report, “Black and White Economic Conditions in the City of Pittsburgh”; to 2015, with Dr. Larry Davis report, “Pittsburgh’s Racial Demographics: Differences and Disparities”; to the 2019 Pitt Report on “Racial and Gender Inequity”; and since the 2021 Dr. Bangs Report on “Pittsburgh’s Deplorable Black Living Conditions”, EVERY BLACK Pittsburgher knows, and feels, that there are two different Cities for White and Black residents economically, socially, criminally and politically.

In 2013, we started Stop The Violence Pittsburgh (“STVP”) to help curve violence within Allegheny County, to educate and promote Black heritage and culture to all Pittsburgh communities, and to give small businesses the opportunity and space to make money during Our Free Outdoor Festival Events. This year, we serviced over 150,000 residents of Allegheny County with of Free Programs.

SMALL BUSINESS BENEFITS

2023 Juneteenth Youth Fest/Black Heritage Celebration
(June 10-11)

We started this festival in 2021 with community Partners. This year we saw an estimated 3,000 participates.

We saw 32 small businesses who generated an estimated $30,975 and Profited $12,972.

2023 Juneteenth (June 16-19)

We are proud to report that this year we hosted the largest Juneteenth Celebration across the Country. We saw over 50,000 attendees from various locations and regions.

VisitPITTSBURGH estimated that Our Juneteenth Festival generated $3.5 mill in Tourism. See attached.

With the support of Dollar Bank, We had 100 Small Business participate in Juneteenth Business Plaza. These businesses generated an estimated $677,000 and saw a estimated profit of $195,000.

2023 Black Music Fest (July 13-15)

This year we saw an estimated 20,000 attendees for the Pittsburgh Black Music Fest. This Festival is recognized nationally as one of 7 Black events that African Americans are encouraged to attend in their lifetime.

VisitPITTSBURGH estimated that this Festival generated $1.2 mill in Tourism. See attached.

With the support of FNB, We hosted 65 Small Businesses for this event. These Businesses generated an estimated $382,000 and saw a profit of $108,000.

2023 Pittsburgh Soul Food Fest (Sept. 1-3)

We started this festival in 2019 despite resistance from current City Officials who did not (and do not) want Black Food Vendors in Downtown Pittsburgh. See secret Email exchange Below.

Nevertheless, and despite the newest of this Festival, we have been NATIONALLY recognized as 1 of 7 Black Festival events that people across the Country must attend.

This year we saw over 20,000 attendees. We are currently waiting on a Tourism Financial Impact Report from VisitPITTSBURGH.

During the Soul Food Festival we hosted 77 small businesses. These Businesses generated an estimated $541,000 and profited $231,000.

WCDC Spotlight: Karen Denton, KSC Commercial Cleaning Service

September is a significant month for Karen Denton, CEO of KSC Commercial Cleaning Service, headquartered on South Avenue in Wilkinsburg. The 1st commemorates when she started her business, the 7th celebrates her birthday, and September 2002 marks when she had her first of four aneurysms.

“21 years surviving, 13 years in business, and I just turned 63,” said Denton. “The name of my business is KSC, which stands for Karen’s Second Chance. I thought the name of the company was for me, but it was for people like me who need a second chance. Every time I wanted to quit, God gave me more contracts or more people. Whichever one I needed, he provided, so I kept going. Now I know that I’m in my purpose. Downtown Pittsburgh Property and Business Owners Want Black Festival Goers Out

Since 2019 Stop the Violence Pittsburgh, lead by B. Marshall, has hosted the annual Soul Food Festival in Downtown Pittsburgh which is a celebration of Black culture and heritage in Pittsburgh.

In a recent notice from Highwoods Properties Ownership Mr. Marshall was informed that Downtown Property and Business Owners would like him to move the Soul Food Festival from PPG Plaza because Black music and attendees are to “noisy” and they cause logistics problems for businesses:

The founder said that the event boosted the economy
for not only vendors but also local businesses.

However, the Owners of PPG Plaza have not demanded that White attendees of other Festival events inside PPG Plaza to leave or relocate to other spaces

This year the Picklesburgh Festival bragged of hosting 200,000 attendees in the same PPG Plaza location.

Marshall is requesting a meeting with Property Owners to resolve this issue and we need you to email: ANDY.WISNIEWSKI@jll.com and raise your concerns about this discriminating actions.

The automobile transformed the American landscape, and in doing so, it changed the lives of Black Americans. Two million African Americans courageously fled the South during the first wave of the Great Migration from 1916 to 1945. Pittsburgh neighborhoods like the Hill District became a haven for Black communities to thrive.

Buying a car was one of the first steps many took as they transitioned into the middle class. For Black Americans, buying a car in the mid-20th century was more than a symbol of making it; the automobile provided freedom of mobility.

The Black Equity Coalition (BEC) is Seeking a Data Justice Project Director in Pittsburgh, PA

Introduction

The Black Equity Coalition (BEC) is excited to announce a transformational opportunity for someone to serve as a Data Justice Project Director in Pittsburgh, Pennsylvania. The person hired will help to build an infrastructure enabling Pittsburgh residents to gain power in the decisions the City of Pittsburgh makes about data. They will also work with residents at a neighborhood level to help them use civic data to improve their communities. This opportunity will provide you with experience in establishing one of the first participatory data governance practices in an American city, and advance the mission of the BEC’s Data Justice Working Group.

This initiative will establish a “mini-public” deliberative body to engage in decisions that the City of Pittsburgh makes about data and technology, and co-design databases, data systems, data standards, processes, and policies that will serve as the foundation of the City’s emerging data governance process. In addition to building inclusive data governance practices in the early stages of the data life cycle, our initiative will also work in the later stages of the data life cycle. We’ll use data with neighborhood residents to develop and implement a plan for improving community health that incorporates data literacy opportunities and personal expression.

The work of this initiative will be guided by a planning team that consists of the BEC, public health experts at the University of Pittsburgh, UrbanKind Institute (UrbanKind), the Western Pennsylvania Regional Data Center (WPRDC) at the University of Pittsburgh, the Community Robotics Education and Technology Empowerment Lab at Carnegie Mellon (CREATE Lab), and the City of Pittsburgh. These organizations came together at the start of the pandemic through the BEC’s Data Justice Working Group, and have been actively collaborating ever since. The person hired as the Data justice Project Director will work closely with working group leaders and members. The position will be housed at UrbanKind. 

The person hired for this position will enable the BEC Data Justice Working Group to advance its mission of providing, analyzing, and advocating for data to improve health outcomes and reduce inequities experienced by Black residents in Allegheny County. The Working Group members envision a public health and civic data ecosystem where systems, institutions, and individuals use data to improve the quality of life and well-being of Black communities. Data systems should be designed on anti-racist principles and be equitable and just. We value transparency, holding people, institutions, and systems accountable, taking action, acting with integrity, and encouraging public participation in data system design and data use.

Responsibilities and Duties

  • Coordinating project activities.
  • Supporting communication among partners. 
  • Facilitating a process to select members of the mini-public deliberative body, and collaboratively design engaging activities to help City staff and members of the mini-public to work toward consensus in making decisions about data and technology.
  • Planning and hosting public meetings and engagements when opportunities for broader input to the deliberative process arise.
  • Telling the story about how residents have meaningfully influenced City decisions through blog posts, weeknotes, social media, and other communications channels.
  • Monitoring the growing number of reports, efforts and initiatives devoted to participatory data governance, and ensure that the work in Pittsburgh is visible to national and international audiences.
  • Defining, tracking, and finding meaning in performance measures related to this initiative.
  • Organizing neighborhood-level data literacy and planning activities to help residents collect and use data in their neighborhood.
  • Handling the administrative tasks that enable all of this work to happen, including providing stipends for community participants.
  • Contributing to proposals and other fundraising initiatives that will sustain and extend this effort. 
  • Related tasks as assigned.

There is no one pathway into a career in civic data or public-interest technology. People from a variety of backgrounds have been able to forge impactful careers. If you have lived experience with some of the issues our work addresses and you enjoy working at the intersection of data and community, we encourage you to apply.

Must-have requirements for this position:

  • You have experience both handling responsibilities independently and working collaboratively with others. 
  • A Master’s degree is preferred, but people with extensive community-centered experience, especially within the greater Pittsburgh area are encouraged to apply no matter the academic credentials.
  • You have experience coordinating among many different partners and navigating the varied organizational and community contexts required for success.
  • You understand the potential impact of shared governance between the City and community when it comes to data and technology. You also see the importance of the governance provided to the initiative by partners in the Data Justice Working Group.
  • You are interested in supporting the civic data needs of people in our community, and are fluent in the language of data. You are familiar with the ways that data and technology is used by public-sector organizations.
  • You are a good listener and an effective communicator, are ready to learn, and comfortable helping people find consensus through a decision-making process
  • You are creative, detail-oriented and self-motivated, and can persevere when faced with a challenge.
  • You have an understanding of the concepts of institutional and structural racism and bias and their impact on underserved and underrepresented communities.
  • Because there will be extensive engagement with members of the Pittsburgh community, the person hired for this position will need to be based in Pittsburgh.

Compensation is competitive ($70,000-$80,000) and commensurate with experience and includes health care benefits, 401k, flextime, and PTO. This position is currently funded for three years. The position will be housed at UrbanKind with primary supervision from two members of the BEC’s Data Justice Working Group.
